VETOES

BILLS PASSED BY THE LEGISLATURE OF 1945 AND

VETOED BY GOVERNOR O'CONOR AND HIS

REASONS IN EACH CASE FOR THE SAME.

THE TOTAL NUMBER OF BILLS VETOED IS 46.

Ml of these bills, except two, were vetoed by the Governor after
the adjournment of the Legislature, either having been
presented to him after the adjournment of the Legislature
or not in sufficient time to require executive action before
adjournment. The messages sent to the Legislature on
the two bills vetoed during the session are included for the
purpose of convenience and reference.

ALCOHOLIC BEVERAGES.

HOUSE BILL 873.

AN ACT to repeal and re-enact, with amendments,. Section 6 1/2
of Article 2B of the Annotated Code of Maryland (1943
Supplement), title "Alcoholic Beverages", sub-title "Beer,
Wine and Liquor Licenses", relating to license fees to be
paid for the sale of alcoholic beverages in Cecil County.

This bill repeals and re-enacts certain sections of the local
laws applying to Cecil County relating to license fees to be
paid for the sale of alcoholic beverages. The changes would
result in sizable increases in certain types of licenses without
corresponding changes in regard to other forms of licenses for
the dispensing of alcoholic beverages.

Citizens and business interests of the County have protested
the bill and it is urged that a comprehensive study should be
made of all types of licenses so that at the next session of the
Legislature a general revision could be made. This would
appear to be prudent and wise and rather than to have the
task done in an incomplete manner, I believe that this bill
should be vetoed.
